The Review Panel was formed under provisions laid out in the St. Andrew’s Agreement. That Agreement formed the Employers’ Guidance Principles and outlined the formation and composition of a tripartite review panel. In its terms of reference the Panel was tasked with considering individual cases, building up evidence regarding the acceptance and adoption of the Guidance, and producing progress reports.

Since the Review Panel was formally established in 2010 we have produced two reports, worked on behalf of those with conflict-related convictions and achieved increased adoption of the Guidance Principles.

The work of the Review Panel is central to investigating and promoting reintegration and as set out in 2010 to measure and monitor the impact of vetting legislation. That work can be helped through those who are affected by holding a conflict-related conviction contacting the Review Panel and the evidence gathering approach undertaken.
